The City of Anoka and the Housing and Redevelopment Authority (HRA), through the goals of the Anoka City Council wanted to explore the opportunity of developing city owned property and potential reinvestment of private property around Green Haven Golf Course and Event Center to improve the quality of life for residents and to enhance the golf course. The city of Anoka Housing and Redevelopment Authority (HRA) commissioned a study of this area which includes Green Haven Golf Course and Event Center, Highland Neighborhood (west of the golf course), the Slabtown Neighborhood (east of the golf course) and commercial properties along the north side of Highway 10 between Main Street and Fairoak Avenue. 

The study was primarily paid for through a grant received from the Metropolitan Council Livable Communities Demonstration Account. The city hired Hoisington Koegler Group as the consultant for the study. The study and master plan was approved by the City Council on January 17, 2012. Key components included a market analysis of the area, redevelopment plan, and financial implementation plan. The final version of the study is available in the following.
